Laura Welch

Transfer Center Assistant Director

Laura graduated from Drury University with a Bachelor of Arts in Psychology and Criminology and received a Masters of Science in Student Affairs in Higher Education from Missouri State University. She is passionate about simplifying the transfer process, advising students and providing them with resources to succeed in their transition to and through WSU. Prior to working in the Transfer Center, she worked at various universities in Residence Life and was able to work closely with transfer students through the development of Transfer Student Living-Learning Communities.

Talia Talib

Transfer Center Coordinator

Talia graduated from Grand Canyon University with a Bachelor’s of Science in Applied Business Management and a Master’s in Psychology with an emphasis in Life Coaching.

As the Transfer Center Coordinator, she is dedicated to supporting students throughout their transfer experience by providing students the guidance they need for a smooth transition, fostering a welcoming environment and helping students feel confident as they become part of the Cougar community. No matter where students are coming from, Talia is here to make their transition exciting, seamless, and full of possibilities—because every transfer student deserves to feel at home at WSU!

Cecelia DeLay

Transfer Center Program Coordinator

Born and raised in Washington, Cecelia is a proud graduate of Eastern Washington University with a BA in Psychology and is aspiring to earn a master’s degree at Washington State University. With experience as the Community Engagement Lead for EWU’s Office of Community Engagement, Cecelia brings a strong passion for building meaningful connections and fostering a welcoming environment for students. As the Program Coordinator for the Transfer Center, Cecelia is dedicated to ensuring that every transfer student’s journey is as seamless and empowering as possible, offering the support and guidance needed to make the transition to WSU smooth and exciting. Whether transferring from a local community college or another institution, she is committed to helping students feel confident and at home as they become part of the Cougar community.
